A Flawless Forgery
At a port1 Inquire after the Wax Widow at a toll-chain port.
The dockside toll clerk pulls a confiscated wax seal from his drawer and shows it off like a trophy. "Cut cleaner than Lord Averil's own die—that's the only reason we spotted it." Outside on a bollard, the merchant captain who was fined for using it mutters sourly: "Try the supply shop on the pier. Ask for red sealing wax, and tell her from me that her seal got me past four toll chains before this one."
- Go to the dockside supply shop and give the passphrase for red sealing wax.The shopkeeper's apprentice looks you up and down, wipes his hands, and opens a hidden door behind the candle racks.
- [Quartermaster] Have crewmate canvas the taverns to learn who buys her forged seals in bulk.Crew: Quartermastercrewmate spends the evening buying drinks in the haulers' tavern and uncovers a crucial lead: one buyer purchases forty forged seals a month, pays in toll-house silver, and wears Lord Averil's own livery. The Shipwright's Back Room
Right away2In the back room, a sixty-year-old woman in spectacles and an engraver's apron is cutting a brass stamp under a lamp. She doesn't look up. "I'm Dorotea Lisle. Sit down. Lord Averil's bounty poster asks for my press and my hands—did you read that part? Meanwhile, his own chief toll-steward, Seward Rusk, buys forty forged seals a month from me and resells them to captains at five times the price. Now that the lord found out about the fakes, Rusk wants me dead before I can name him."
- Warn her and help her reach her press barge before Rusk's killers arrive. She blows the brass shavings off her die and stamps a forged pass onto your ship's manifest. "A free sample—it'll get you past the chains. Now let's move. My press is hidden on a barge under the chain pier, and Rusk knows where it is."+1 forged papers
- Arrest her on the spot and haul her to your ship without the press. She sets down her engraving tool and holds out her wrists. "Without my press I'm only worth half the bounty, Captain, but suit yourself." You have barely cast off with her in irons when an unmarked cutter slips out of port right behind you.
The Guards' Raid
Right away3Lord Averil's guards smash into the supply shop, finding only racks of candles and an empty back room with an open water-gate. While the sergeant curses and kicks a stool across the floor, you spot a small skiff rowing hard toward a flat-roofed barge moored beneath the chain pier—and a hired bounty cutter moving in to intercept her.
- Say nothing to the guards and follow the Widow's skiff to the pier. You slip away while the sergeant is still ransacking the candle shop.
- [Lookout] Have your lookout check where the intercepting cutter launched from.Room: LookoutThrough the spyglass, your lookout sees that the unmarked cutter launched from the toll-steward's private dock—meaning someone inside Lord Averil's own household wants the Widow silenced before the guards can take her alive.Reveal 2 waypoints
Under the Chain Pier
Sail to The Press Barge (1–2 passages away)4 Reach the Wax Widow's hidden press barge beneath the chain pier.
The Widow's barge is moored in the shadows beneath the massive toll-chain pier. The Widow stands on its roof with a boat hook as an unmarked cutter—the Paid Hand—bears down on her with flaming torches at the bow. Whoever sent that cutter wants the barge, the press, and the Widow burned to ash.
- Attack the hired cutter before she can torch the barge. The cutter hurls her flaming torch toward the barge anyway and swings her cannons around to fight you.Battle: Bounty hunters · Close rangeIf you win:+25 silver

Pursued by the Paid Hand
Right away5The unmarked cutter astern—the Paid Hand—is closing fast with a lit fire-pot smoking at her bow. From your quarterdeck, the Widow watches her approach with mild interest. "That's Steward Rusk's ship. He can't afford to let me testify before Lord Averil, so he's paid them to sink us both."

Admiralty Press-Gang
Right away6Inside the barge stands a child-high brass screw press surrounded by trays of engraved dies—every toll seal in the Marchholds. Wiping soot from her spectacles, the Widow lays out your options: "Lord Averil will pay the bounty and chop off my hands. The Carriers' Guild will pay even better to hire me with both hands intact so they can dodge his tolls. Or I can pay you myself in forged seals and silver, and you tell the world this barge sank."
- Winch the press aboard and deliver the Widow to Lord Averil for the bounty. She watches your crew hoist the heavy brass press aboard, reminding them twice not to bend the main screw, then sits calmly on a crate of dies for the trip to the keep.
- Tow her barge to the Carriers' Guild hall and sell her services to the merchants."Guild masters," she mutters dryly. "Well, at least they pay on time." You take her press barge under tow with her two apprentices at the tiller.
- Accept her offer—let her go free in exchange for her craft and silver. She peers at you over her spectacles, lets out a short laugh, and lights the work lamp above her press.
Lord Averil's Court
Sail to Lord Averil's Chain Keep (1–3 passages away)7 Deliver the Wax Widow to Lord Averil's chain keep.
Lord Averil holds court in a great hall hung with captured flags. A wooden chopping block and a bright hand-axe sit ready on the center table. - Turn over both the Widow and her press for the full bounty.Lord Averil pays the full bounty from his toll chest, and Rusk hastily volunteers to oversee her punishment himself. - Expose Steward Rusk in front of Lord Averil as the buyer of forty forged seals a month.Rusk is halfway to the door when the guards tackle him. Called to testify, the Widow recites every date and payment from memory. - Leave it for now.You hold off on entering the keep; Lord Averil's court will still be sitting tomorrow.
Blocked at the Toll Chain
Right away8Word travels fast along the toll line. At the next checkpoint, the iron chain is winched tight across the pass and an armed toll galley blocks the way. The sergeant from the dock hails you from her rail: "That barge in your tow carries stolen House dies! Heave to!" Beside you, the Widow calmly counts the galley's cannons.
- Blast your way past the toll galley by force. The sergeant eagerly orders his gunners to fire as you charge the gap.+1 heatBattle: Household ship · Close rangeIf you win:+25 silver

The Forger's Payment
Right away9True to her craft, the Widow offers to pay you in masterwork tools before she moves her barge at dawn: "I can engrave a Master Carrier's Seal for your manifest board that commands top rates at every Guild hall, or I can give you a complete forger's kit with blank papers, wax, and dies so you can stamp your own passes. The Guild's Back Room
At a port10 Deliver the Wax Widow and her press to a Carriers' Guild hall.
The Guild master ushers you into a windowless back room and stares at the brass press like a starving man at a feast. "Marchhold tolls bleed our merchants dry every season. Having the Wax Widow cutting seals on our private payroll is worth far more than Lord Averil's bounty." Sitting down uninvited, the Widow calmly begins dictating her salary.
- Take the Guild's full payout in silver for delivering her.The Guild master pays out a hefty sum without haggling, and by nightfall the Widow is set up in a private workshop with a lock on the inside of the door.+110 silver+2 The Guild standing−1 The Crown standingThe questline ends here.
