Underwall
Sail to Underwall (2–4 passages away)1 Track down the deserter Edmund Starke at the village of Underwall.
The thirty cottages of Underwall sit directly beneath a fortress's leaning outer wall. Only a massive buttress of raw, magically raised stone keeps the wall from collapsing onto the village. Villagers bolt their doors as you walk up the street toward the dark entrance of the old keep's undercroft.
- Show the bounty poster to the village reeve and ask to speak with Starke peacefully. The village reeve, Annis Thorley, reads the poster and hands it back. "He said someone might come who asks before shooting. Wait here." She sends a runner up the hill.
- [Stone mage] Have crewmate inspect the magical stone buttress holding up the wall.Crew: Stone caster · Magecrewmate presses a palm to the stone. "One mage raised this in two nights out of sheer desperation. His active concentration is all that holds the wall up—if he dies, it collapses instantly." Hearing that, the village reeve steps out and sends a boy up the hill to fetch him.+1 Casting skill XP

The Deserter's Story
Right away2Edmund Starke walks down the hill looking exhausted, clutching a naval order book under his arm. "Captain Keswick of the Crown sloop Constant was sent here to collect an unpaid toll from the local lord. When the lord refused, Keswick ordered me to collapse the curtain wall onto the village as an object lesson." He taps the ledger. "I deserted with his signed order book instead. That's why the Admiralty posted me alive—and why Keswick hired mercenary hunters to kill me and burn this book before I can testify."
- Side with Starke and defend the village against Keswick's hired hunters.Starke nods grimly and points toward the ridge. "Here they come now—two mercenary cutters."
- Put Starke in chains and fly him straight to the Admiralty for the bounty. He holds out his wrists without resisting. "Then fly fast, Captain. If I die on your deck, that stone buttress fails and crushes the entire village." The villagers watch in silence as you march him away.
Cornered in the Vault
Right away3Past the shattered stone guardians of the undercroft, you find Edmund Starke slumped against the back wall, too drained to stand, clutching a naval order book. "Captain Keswick of the Constant ordered me to collapse the fortress wall onto the village below over an unpaid toll," he says hoarsely. "I refused and took his signed order book. Now he's sent mercenary hunters to kill me and burn the evidence."
- Lock Starke in irons and carry him straight to your ship.He offers no resistance as your crew haul him up. "Fly fast," he warns. "If I die, my stone buttress fails and the wall crushes the village." The villagers watch silently from their doorways as you carry him aboard.
- Help Starke to his feet and bring him back down to the village to recover. You support him all the way down the hill. The village reeve wraps him in a blanket and feeds your crew—until a lookout sprints down the street shouting that two armed cutters are cresting the ridge.+2 provisions
Mercenaries on the Ridge
Right away4Two mercenary cutters crest the ridge in battle formation. From the lead ship, the Hard Bargain, Captain Maeve Crane hails you through a brass megaphone: "Captain Keswick is paying top silver to see that stone mage dead and his order book burned! Two Ways to Finish It
Right away6After a full day's sleep and a hot meal at the reeve's table, Starke lays the order book between you. "We have two choices, Captain. Either you escort me into the Admiralty port as a free witness to lay Keswick's signed order before the board—or we fortify this ridge and wait for Keswick to bring the Constant here himself."

Lifeless Stone
Right away7The mercenary cutters fly back over the ridge with Starke locked in their hold; you never learn where they threw his body overboard. Down in the village street, the reeve stares up at the stone buttress. With its mage dead, cracks are already spiderwebbing across the rock face, showering grit onto the roofs below.

The Signed Order Book
Right away8With the Hard Bargain reduced to a trail of smoke astern, you inspect the order book on your chart table. The command to crush the village of Underwall is dated and signed by Captain L. Keswick—enough to end his naval career on the spot. You can deliver Starke to the Admiralty port for the bounty, sell both him and the book to Lord Kestrow (who owns the leaning wall), or free Starke and hear his plan.
- Sail for the Admiralty port to turn Starke in for the bounty.Hearing the course called out, Starke says only, "Keep that order book where the clerks can't lose it."
- Sail for Kestrow Hold to sell Starke and the order book to Lord Kestrow.Starke falls silent when he hears the heading. "Kestrow let that wall lean over the village for ten years," he says quietly. "He'll be thrilled to own a stone mage in chains."
- Unlock Starke's irons and return to Underwall to help him defend the village.Starke rubs his bruised wrists. "Keswick won't stop with hired cutters—he'll bring the Constant here himself within two days to finish the job. Let's make sure the village is still standing when he arrives." You turn back toward Underwall.
The Port Admiral's Clerk
At a port9 Deliver Edmund Starke to the Admiralty clerk at port.
The port admiral's clerk glances from the wanted poster on his wall to Starke. "Brought in alive—that earns the full bounty." He reaches into the cash drawer, then freezes when he spots the Constant's signed order book in your hand.
- Turn in Starke for the bounty, but keep the order book to yourself.Relieved to avoid a scandal, the clerk pays your bounty immediately. Guards lead Starke away through a side door, while Captain Keswick keeps his command—and you keep the blackmail material in your coat.+1 The Crown standingThe questline ends here.
- Turn in both Starke and the order book, and demand a signed receipt for the evidence.Forced to log the order book officially, the clerk writes out a full receipt and pays you both the bounty and an evidence fee. The Constant
Right away10On the second morning, the Crown sloop Constant storms up the valley with her gun ports open and no truce flag flying. Spotting the stone buttress and your moored ship, Captain Keswick doesn't bother hailing—his bow guns immediately begin ranging in on the village wall while Starke braces the stone with both hands.

Lord Kestrow's Price
Sail to Kestrow Hold (1–3 passages away)11 Bring Starke and the order book to Lord Kestrow.
Lord Kestrow meets you atop his leaning fortress wall, reading Keswick's signed order with open delight. "With this blackmail, I'll never pay a Crown toll again—and with a captive stone mage of my own, my walls will stand forever!" He eyes Starke's shackles, then turns to you. "Name your price, Captain: the mage, the book, or both."
- Sell both Starke and the order book to Lord Kestrow.Kestrow pays you a small fortune from an iron chest. Guards lead Starke away to a locked tower room, where he will spend the rest of his life maintaining the lord's fortress walls.+130 silver−1 The Crown standing+1 heatThe questline ends here.

The Wall Stands
Right away12The Constant lies wrecked on the valley floor, and Captain Keswick sits locked in the village cellar awaiting a magistrate who will read his signed order book first thing. After spending three days permanently fusing the fortress wall into solid bedrock, a rested Starke walks down to your dock. "I'm a deserter without a ship, and I owe you everything, Captain. Tell me how I can repay the debt."
