The Store Hulk

Sail to The Store Hulk (1–3 passages away)1
Search the Muster's stripped supply hulk to pick up Quartermaster Abery's trail.
Floating high and empty at her moorings like a dry cork, the Free Muster's supply hulk has been stripped of four hundred tons of winter rations. An old Emberkin night-watchman holds up his lantern as you board. "According to Captain Corbin Slade, Quartermaster Abery signed the entire winter stockpile out over three nights and fled on the fourth. Slade is the one who posted the bounty."

The old watchman carefully avoids saying whether he believes Slade's story.
  • Search the empty cargo hold for clues.
Along the lower hull frames, your crew spot droplets of blue Crown Excise sealing wax—proof that the stolen rations were packed into royal bond crates for the Crown blockade. Behind a false bulkhead, your sailors also uncover four casks of rations overlooked in the rush.

  • [Quartermaster] Have crewmate inspect the chalk tally board beside the cargo hatch.
    Crew: Quartermaster
crewmate studies the board twice. "Three shipments left this hold. The handwriting is Quartermaster Abery's, but the authorization code on every single load belongs to a senior Muster captain—Abery was ordered to sign them out by a superior officer." Impressed by crewmate's sharp eye, the watchman quietly reveals where Abery keeps a fishing boat.

  • Ask the night-watchman where Quartermaster Abery would go to hide.
The watchman rubs his jaw. "Abery kept a small fishing boat moored at the Gull Stack. Captain Slade asked me the exact same question an hour ago—and he wasn't polite about it." He marks the sea-stack on your chart.

You cast off from the empty supply hulk as she bobs high on her mooring chains.

The Gull Stack

Sail to The Gull Stack (1–2 passages away)2
Track Quartermaster Abery to his hiding place at the Gull Stack.
Captain Corbin Slade's warship, the Fair Division, is already hovering off the Gull Stack, firing cannon round after cannon round into a cave mouth halfway up the cliff. Moored bow-out inside the cavern is a small chartered sloop, where a thin clerk stands on deck waving a heavy supply ledger over his head like a truce flag.

Slade hails you down the wind: "That's my fugitive and my bounty, Captain! Stand clear—or move in and help me flush him out!"
  • Help Captain Slade flush Abery's chartered sloop out of the cave.
Paid for a full day's defense, the chartered sloop charges out of the cavern mouth with cannons blazing while Slade hangs back to let your ship absorb the brunt of the fire.

  • Flash a signal lamp into the cave telling Abery you know a captain ordered the shipments.

Captain Slade's Boat

Right away3
Wearing fine leather boots and an easy smile, Captain Corbin Slade climbs up your gangway with the bounty purse already jingling in his hand.

"Well fought, Captain! I'll take the prisoner off your hands right here—along with that ledger." Clutching the book to his chest, Abery speaks in a rush: "Check the authorization numbers in this book first, Captain! Open to any page and see whose captain's code ordered those winter rations sold!"
  • Hand both Abery and the unopened ledger over to Captain Slade for the bounty.
Slade counts the bounty silver into your palm on the spot and carries the ledger down to his boat personally. Two days later, word reaches port that Quartermaster Abery 'accidentally' fell overboard from Slade's ship in the dead of night.

  • Open the supply ledger on deck and check the authorization numbers.
Every single shipment sold to the Crown blockade bears the exact same captain's authorization number—the very code printed at the bottom of Captain Slade's own bounty poster. Dropping his smile, Slade scrambles back down into his rowboat and orders the Fair Division to open fire.

  • [Marine] Have crewmate seize Captain Slade at the rail while you inspect the ledger.
    Crew: Marine
crewmate locks Slade's wrist in an iron grip while you flip open the ledger—confirming that Slade himself ordered the winter stores sold to the enemy. With her captain held hostage on your foredeck, the Fair Division dares not fire a single shot, forced to shadow you impotently all the way back to port.

The True Tally

Right away4
Stooped and clutching ledger folders under both arms, Quartermaster Teague Abery spreads the master account book open across your hatch. "Four hundred tons of winter provisions, sold to the Crown blockade through a broker on Captain Slade's direct orders. I signed the release forms because a clerk can't refuse a captain—but I kept duplicate copies of every page."

"The Council of Captains sits at the main Muster port. Slade posted this bounty to silence me and burn this book. You can escort me to the Council to expose him—or we can intercept the Crown bond barge two lanes over before she delivers our stolen food to the blockade tomorrow morning."
  • Escort Abery and his incriminating ledger straight to the Muster's Council of Captains.
Before curling up to sleep on your hatch cover with the ledger tucked safely beneath his head, Abery insists on paying his passage fare out of his own pocket—complete with a neat written receipt.

  • Sail out to intercept the Crown bond barge and recover the four hundred tons of stolen rations.
Abery marks the bond barge's anchorage and departure time on your chart. "She's only guarded by a single Crown Excise cutter—and her arrogant captain won't expect anyone to fight a pitched battle over barrels of salt pork."

  • Contact Captain Slade in secret and sell the incriminating ledger back to him.
Slade's paymaster rows over with a purse far heavier than the posted bounty and wraps the ledger in oilcloth. Leaving Abery stranded on a lonely fishing rock with a week's rations, you sail away—ensuring the Council never hears the truth.

The Council of Captains

At a port5
Bring Quartermaster Abery and his supply ledger before the Muster's Council of Captains.
Nine senior captains sit around a canvas sail spread over trestles under the Articles banner. Without a single interruption, Abery reads his ledger aloud, shipment by shipment. When he finishes, the presiding captain flips Slade's bounty poster over and signs a ruling on the back.

"The poster demanded Quartermaster Abery and his ledger—and you have delivered both. The Free Muster honors its contracts, Captain, and we will pay your bounty directly out of traitor Slade's forfeited seasonal share."
  • Take the bounty as posted.
The Council pays your bounty out of Slade's seized accounts—to the delight of every captain at the table—and restores Abery to his supply hulk with a double lock on the hatch.

The Bond Barge

Sail to The Bond Barge (1–2 passages away)6
Intercept the Crown bond barge before she delivers the stolen rations to the blockade.
Weighted down by four hundred tons of stolen Muster rations sealed in blue Excise wax, the massive bond barge wallows low in the air beside a single gleaming Crown Excise cutter. Peering through your spyglass at the barge's waterline marks, Abery nods.

"Every single cask is still aboard. The barge is too heavy to flee and carries no guns—all we have to beat is that escort cutter."
  • Engage the Crown Excise cutter and seize the supply barge.
Spoiling for a fight, the Excise cutter swings out to meet your broadside head-on.

Four Hundred Tons

Right away7
Cheers rise from the piers as the harbor boom swings open and you tow four hundred tons of recovered salt pork and hardtack into port. Standing proudly atop the barge's main hatch, Quartermaster Abery checks off every cask against his ledger out of sheer habit.

"Technically, no one posted a bounty for recovering the provisions themselves," Abery tells you with a warm smile, "so the court clerk can't pay you a fee. However, as chief quartermaster, I have full authority to issue fleet stores. What does the your ship need, Captain?"
  • Ask Abery to outfit your hold with preserved naval rations and pay a modest bonus.
Abery refits your cargo hold with soldered, air-tight Crown ration tins that never spoil, gives you six casks of provisions and forty silver, and has the Council post a traitor's bounty on Captain Slade before nightfall.
